GAO approves of NIJ's offender tracking system standard

After seven years of work, the National Institute of Justice is expected to publish by March 2016 a device standard for offender tracking systems. The technology, known as OTS, allows an individual to be monitored via hardware, such as an ankle cuff, that sends signals via GPS.
