A new proposal would reshuffle who's in charge to deal with a possible cyberattack. Until now, the Department of Homeland Security was in charge. But legislation pending in the Senate would create the Office of the National Cybersecurity Advisory. It would have the power to disconnect criminal computer networks from the Internet if there was the risk of a cyberattack.
