The Department of Veterans Affairs is heading to a paperless world, but it's unclear whether the agency can come up with a fully automated system for benefit applications, approval and payments by December 2010. Members of Congress support moving to a paperless claims system for all disability, pension and benefits claims to speed processing and cut down on errors.
