New Navy portal strategy makes no mention of DKO
A new information and online services portal strategy released July 7 by Department of Navy Chief Information Officer Terry Halvorsen undoes previous guidance from 2009 that deemphasized creation of an actual Navy Marine Corps Portal in favor of a framework for DON portal standards and utilization of Defense Knowledge Online.
The new strategy calls for consolidation of existing portals and implementation of an a "globally integrated DON enterprise portal environment." Such an environment would be compliant with DON and Defense Department architecture guidance, the strategy says--perhaps here notably not mentioning Defense Knowledge Online, the DoD portal with about 350,000 users overseen by the Defense Information Systems Agency.
The 2009 memo, singed by the DON CIO Rob Carey, by contrast, called for the Navy to federate its portals with DKO. "As DKO evolves into a thin presentation layer portal that can sustain DON requirements, the DON will utilize DKO as an authentication access point to the DoD Enterprise Services environment," the 2009 memo said.
But now those plans appear to be destined for the dustbin, although the strategy does say that a follow-on enterprise portal investment strategy "shall require development of centralized acquisition processes following DoD acquisition regulations for common technical approaches whenever possible, while allowing for Service-specific capabilities when required."
