Navy center: Amazon Web Services is 'only known source' for cloud computing services

Amazon Web Services is the only commercial supplier capable of providing cloud computing services for the remote storage of digital photographs and video, according to the Navy's Fleet and Industrial Supply Center, Norfolk.

A special notice from the Philadelphia office of FISC Norfolk posted online August 3 states that the Naval  logistical supply organization intends to enter into a sole source contract with Amazon for "for the receipt, storage, and distribution of digital still photograpju [sic] and video footage."

Amazon "is the only known source that operates both servers for receiving, routing and distribution, and large-scale storage for file storage in geographically dispersed locations," the notice states.

The notice cites the Federal Acquisition Regulation Part 13.601-(b)(1), which allows federal agencies to make sole source contracts when only "one source [is] reasonably available."

"A determination by the government not to compete this proposed contract action is solely within the discretion of the government," the notice states.

The notice invites any company which happens to disagree that Amazon Web Services is the only company capable of the receipt, storage and distribution of digital photography and video to contact the FISC-Norfolk Philadelphia office to identify their interest and capabilities no later than by 9 p.m., eastern time, on August 9.  Responses should be emailed to Jillian Swanson at jillian.swanson [at] navy [dot] mil and include the reference number N6676010RC30007.
