Managers required to oversee stimulus money to agencies

Agencies getting substantial amounts of money from the economic stimulus plan must appoint managers to make sure the money is being spent properly, according to a memo sent throughout the government by Rahm Emanuel, White House Chief of Staff, and Peter Orszag, director of the Office of Management and Budget.

Agency managers throughout government are being asked to focus on planning, awarding, managing and overseeing contracts, according to the memo.The memo, obtained by Government Executive, said that agencies getting significant funds from the recovery package were expected to appoint a senior-level official by Feb. 13.

"We cannot overstate the importance of this effort," wrote Emanuel and Orszag. "We are asking the American people to trust their government with an unprecedented level of funding to address the economic emergency. In return, we must prove to them that their dollars are being invested in initiatives and strategies that make a difference in their communities and across the country."
