IT program manager to become official federal title

Information Technology program manager will become an official federal title under an Office of Personnel Management proposal released March 29.

The draft job description (.pdf) portrays an IT program manager as someone who manages at least one large IT program, and who "coordinates, communicates and integrates IT projects and program activities" and who has seniority enough to encompass "the decision-making and negotiation responsibilities involved in executing the program efforts." The manager position would be an update to the IT Management 2210 series federal job category.

Creation of the position is called for by the Office of Management and Budget's December 2010 25 point plan for information technology reform. According to the plan, the position will undergo piloting at the departments of Treasury and Agriculture. The plan also calls for creation of "integrated program teams" led by a dedicated, full-time program manager, with guidance on IPTs to be released by OMB no later than mid-June.

An IPT will be a prerequisite for OMB approval of major IT program budgets, the plans sates.

OPM is accepting public comment on the IT program manager position through April 14 via email at fedclass@opm.gov.
