Tethering is preferable to air cards, says Navy Department Terry Halvorsen in a March 13 memo (.pdf) released publically on March 21.

Recent analysis has shown the department could save significantly more on mobile devices, Halverson says, naming a new official preference for tethering over air cards as a new means for doing so.

Department personnel will also start reviewing plans with an eye to cancelling service for mobile devices that are un-used for three consecutive months. It will also look to change plans for devices that show either over- or under- utilization of usage plans.

An "unacceptable high number of devices" show no use at all, Halvorsen says. The department has already set up an enterprise acquisition contract for devices and services through the Fleet Logistics Center, San Diego.
