A policy implemented in 2000 to protect individual privacy by limiting the use of cookies by federal agencies is now coming under scrutiny.

Cookies provide the private industry with a great deal of information about consumer behavior by tracking web activity, allowing ads to be targeted and companies to keep track of individual preferences and decisions.

While this raises many privacy issues, particularly when it comes to the government, the cookies can also be used to get feedback on federal websites, measure effectiveness and improve service to the public.

On a White House blog, federal CIO Vivek Kundra and Michael Fitzpatrick of the Office of Management and Budget wrote that they are searching for ways to protect privacy and "use that data to improve the content and navigation of our sites."
