Rod Beckstrom, the government's coordinator for cybersecurity programs, quit last week with a few pointed words about the National Security Agency. In his resignation letter, he said the NSA's central role in cybersecurity is "a bad strategy" because a civilian agency should be taking a central role.

Beckstrom's resignation letter, though, highlighted a question that the Obama administration is facing: Just who should lead the cybersecurity effort?

In his letter, Beckstrom said that "the threats to our democratic processes are significant if all top level government network security and monitoring are handled by any one organization [either directly or indirectly]."
