Amb. Terry Kramer, head of the U.S. delegation to the World Conference on International Telecommunications set to meet this Dec. 3-14 in Dubai, spoke Nov. 14 in Washington, D.C., during an symposium on the conference held by the Mercatus Center at George Mason University.
